A lot of the items just have passive effects - such as the alarm clock or sleeping pills. You don't have to worry about them. Some items, such as Candy Sticks or Toilet Paper can only be used in battle or for quests. And only a few items (mainly, the ones that regenerate Health or Mana) can be used whenever.
Yes, there's only three floors to the tower. I made the game in just a few days and had to rush the combat section in the last few hours. I'm glad you liked the game!
